The paper seeks to develop a framework for assessing the citizen’s vulnerability have been appraised and projections made in respect of internal revenue receipts and non-plan revenue expenditure for each of the years of the award period 2001-06 for each of the local bodies and Govt. of NCT of Delhi. The revenue gap during the award period was estimated by using buoyancy and elasticity coefficients based on annual trend growth rates in the form of budget.
